The barriers in such a case are mostly intertwined in the form of bad attitude and cost..Bad attitude is when stakeholders involved drag their feet in matters disability inclusion and give all manner of excuses why inclusion cannot happen..They will cite costs involved or do a shoddy job just to tick the boxes.
The cost of not having disability inclusion in such spaces is higher in the form of discrimination and legal repercussions. @Wilie what's your say here?
