Is the cost of constructing a ramp more expensive than stairs? Why build stairs instead of a ramp?

I tend to believe stairs are built generally for aesthetic purposes or just a lazy way of avoiding landscaping costs and that if there was more awareness and enforcement of universal design by the National Construction Authority in public buildings, life would be much better for persons with disabilities. Ramps are way better than stairs even for other vulnerable groups such as the elderly and pregnant women.

Yes @BKiwu , even basically people without disability get tired of the same stairs. Enforcement should at the moment be used if awareness is not working.
