AGPO is meant to give an advantage to persons with disabilities in the tendering process where they cannot compete with the well to do bidders. So AGPO is more of a legal shield and vantage point so that when you successfully bid, you can use the Local Purchase Order as collateral for a loan to finance the tender you have won.
